About CD4D
The International Organization for Migrations new project Connecting Diaspora for Development (CD4D) supports the development of targeted sectors in selected countries by strengthening the capacity of key institutions through the engagement of their diaspora communities in the Netherlands. Many countries have a considerable number of professionals among their diaspora communities in the Netherlands. They also face a brain drain and often lack qualified human resources.
Through CD4D IOM the Netherlands acts as facilitator and mediator between the diaspora and the institutions in the countries of origin.The project aims to exchange knowledge and skills to create a sustainable developmental impact on institutional and sectoral level for the reconstruction and development of countries of origin. Many highly skilled migrants living and working in the Netherlands remain strongly connected to their countries of origin.Their cultural ties and commitment to the country of origin, combined with their knowledge, experience and language skills make them excellent agents for
CD4D is demand driven, based on priorities and development strategies of the countries of origin. The project focuses on capacity building in sectors and key institutions that have been identified by the six target countries.

About Banadir Regional Administration (BRA)

The Banadir Regional Administration is a local government established in law by article 48, 1(b) of the constitution of the Federal Republic of Somalia. The article states as follows:
Article 48. The Structure of the State.
(1) In the Federal Republic of Somalia, the state is composed of two levels of government:
(a) The Federal Government Level;
(b) The Federal Member States Level, which is comprised of the Federal Member State government, and the local governments.
Banadir is one of the 18 administrative divisions of Somalia established at independence in 1960. Banadir itself is comprised of 17 administrative districts that make up the city of Mogadishu, which is also capital of the Federal of the Republic. BRA bears the dual responsibility of managing the affairs of the region as well as the municipality of Mogadishu. Thus, its head is dually the Governor of the region as well as Mayor of the City.
The BRA currently seeks constitutional clarification on the long-term legal setting of the double role of a regional and municipal entity with examples drawn from cities such as Berlin, Brussels, Addis Ababa or Washington D.C.
As part of the constitutional provisions and related secondary legislation, there are sound fiscal relations between the BRA/MoM and the Ministry of Finance as well as other governmental entities and authorities in place.

Contextual information:

The last 25 years Mogadishu city is being through a lot. In that 25 years different groups have fought is the city and as you can image the whole city is destroyed but the city is now recovering rapidly.

Because of these wars the city has suffered for many years of bad image. Benadir Regional Administration wants to improve the peoples perception of the city and attract tourists and investors. From our perspective, a great brand is a valuable asset. It can help a city to attract everything from tourists to investors to talent. It can help to boost the economy of the city and residents pride.

BRA is seeking support for the above mentioned task. We are seeking Marketing Communications Manager who will play a vital role in planning, developing, implementing, and overseeing all corporate and internal communications including but not limited to public relations, email marketing, marketing collateral and social media programs for BRA.

Description of the assignment:

Main tasks include:

Collaborate with the marketing team to conceptualize, develop and implement various promotional
campaigns to increase customer acquisition and retention.

Create functional requirements for marketing campaigns for development, communicate with and act as liaison to senior management
Oversee execution of email marketing campaigns that promote products and services, advertise promotions and highlight company and industry news
Create effective and efficient promotional and nurturing campaigns
Grow audience and increase engagement across social media channels by developing a long term strategy and collaborating with the marketing team to generate content ideas
Manage, coach and develop the Promoting team. Provide training, mentoring, and professional development using knowledge of the effectiveness of methods such as classroom training, demonstrations, on-the-job training, meetings, conferences, and workshops for new and existing marketing staff
Guide and support management in marketing planning and public relations strategies to ensure alignment with objectives
Assist with the planning and execution of customer and internal organization events (conferences, trade shows and parties).


Based on the Theory of Change set by BRA.


The CD4D participant is expected to demonstrate the following competencies:

-Strong time management and organizational skills, with the ability to multitask, in an ever-changing and fast-paced environment
-Ability to identify, build and maintain relationships across all levels of management
-A wide degree of creativity


-Excellent copy writing, editing & proofreading skills
-Must be a confident communicator and presenter


Level of Education: A Bachelor degree preferably in Business, Communications or related major.

Years of work experience in what area(s): Minimum of 3 years of experience in marketing.

Languages needed:
-English Good (written and Oral Communication
-Somali Excellent ( Oral Communication)

Health insurance, including evacuation due to medical emergency, will be provided by the project. .
Please note that neither IOM nor the Dutch Government, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background
