Summary

Ministry of Planning, Investment and Economic Development (MOPIED) has completed developing a new National Development Plan (NDP), the first in a period of 30 years. The NDP has been formulated through an inclusive and transparent process while engaging sectoral ministries of the Federal Government and Federal Member States, civil society, parliament and academia as well as the international development partners. The plan sets out priorities for Somalia for the period 2017 - 2019 and embeds sustainable development goals, adapting them to the national context.

Background

The main objective of IOM MIDA Somalia is mobilizing human and financial resources, in order to contribute to the stabilization and development of Somalia through local and diaspora expertise. MIDA provides the necessary mechanisms to improve institutional performance and their capacity to respond to the needs of the Somali people while at the same time maintaining that the knowledge is left behind once the diaspora experts complete their assignment. The beneficiary institution will host the qualified Somali diaspora expert, and will be responsible to provide a safe and secure work environment. MIDA will monitor the expert while in assignment.

Expected Result

Under the overall guidance of the Permanent Secretary Ministry of Planning, Investment and Economic Development, the incumbent will be responsible for the following duties and responsibilities:
In liaison with the Permanent Secretary, coordinates the development of short, medium and long term national development plans of the Government;

Develops the overall organizations growth and transformation strategy including its long-term strategic direction to guide systematic, consistent and sustainable development of MOPIED and all its departments and directorates and submits to the Permanent Secretary for review;
Coordinates technical inputs from all departments/directorates and works closely with them to develop organizations strategic plan and implementation guidelines, and ensures copies are made available to all departments and directorates;
Develops and implements strategies and operational plans, policies and procedures for the Directorate of Planning;
Serves as the technical advisor to the Directorate of Planning and contributes significantly to the achievement of organizations overall mandate;
Sets goals, objectives and performance targets for staff of the directorate of Planning;
Provides technical support and professional guidance to staff of the directorate of Planning and other departments on issues relating to planning and policy development;
Supports the development and functioning of the coordination mechanism of the NDP to efficiently and effectively implement the NDP through the introduction of constituency-based and membership-based pillar and sector working groups;
Supports line ministries and agencies to formulate costed annual work plans for 2017, 2018 and 2019 based on the NDP

Targets

Set and coordinates the development of short, medium and long term national development plans of the Government
Provide technical inputs from all departments/directorates and works closely with them to develop the ministrys strategic plan and implementation guidelines
Coordinate and Support line ministries and agencies to formulate annual work plans for 2017, 2018 and 2019 based on the NDP
Formulate and implement strategies and operational plans, policies and procedures for the Directorate of Planning

Requirements

Besides the specific outputs, MIDA is requiring the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this project:
1.Transfer of skills: One of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.
2.Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the MIDA focal person in the field. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
3.Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.
4.Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor and to the MIDA focal person in the field. Thereafter a final report will be provided at the end of assignment.

Qualifications

Level of Education:
Bachelors Degree in International Development or related field
Minimum 5 or more years in policy planning
5 or more years government work;
Proven track record of using strategic research
Languages needed:Fluency in English and Somali is required
General Skills / Other Requirements:
Diverse field experience desirable
Previous experience working with Somali government in policy planning
Good knowledge of MS Word, Excel

Salary

To be determined by MIDA based on qualifications and level of the assignment.

Security

Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.
Please note that neither IOM nor Swedish Government, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background
