This position of Research Adviser will be based in the Faculty of Education and Social Sciences (FESS) of the Somali National University Shabelle Campus, Mogadishu. The faculty has a need for a qualified research adviser who can propel the facultys research division forward. The main duties of the position include, planning programs, conducting training, consulting services, partnership initiation and management. The technical adviser is responsible for new research program development, community liaison and knowledge management within an assigned field of expertise. The adviser will be expected to initiate research programs and define and guide research programs both within the faculty and in partnership with third party institutions and organization. The incumbent will plan, organize, coordinate, and provide direct oversight of the day-to-day operations of the FESSs research programs including, initiating and guiding undergraduate research programs, research methodologies and overall training related to the facultys academic research needs. The incumbent will be working under the supervision of Dean of Faculty of Education & Social Sciences


About MIDA FINNSOM South Central Somalia Project
IOM Migration for Development in Africa (MIDA) programmes focus on strengthening the institutional capacities of African States through a structured framework of mobilization of resources involving countries of destination, countries of origin and diasporas. In Somalia, through its MIDA programme, IOM has been helping the Somali Government since 2008 to strengthen the capacity of Somali institutions so that they can be more effective in responding to the needs of Somali people. The MIDA FINNSOM South Central Somalia project is funded by the Government of Finland. Similarly to the MIDA FINNSOM Health projects implemented in Somaliland and Puntland by IOM Helsinki with support from the Finnish Government, this project aims to facilitate the transfer of skills, competencies and knowledge of qualified Somali expatriates to public institutions in South Central Somalia, with focus on two sectors: health and education. The beneficiary institution will host the qualified Somali expatriate, and will be responsible to provide a safe and secure work environment. The IOM Mogadishu MIDA staff will monitor the expatriates while on assignment.

About the geographical coverage of the project
Initially, the project will support positions in Mogadishu and subject to security, the project aims at extending its support to other regions in South Central Somalia.

About Somali National University
Somali National University was established in 1954. The SNU developed over the next twenty years into an expansive institution of higher learning, with 13 departments, 700 staff and over 15,000 students. Due to extensive damage to its facilities as well as the difficulty of holding classes and acquiring books and other necessities in the wake of the civil war in the early 1990s, classes at the university were indefinitely suspended. On 16 August 2014, the federal government officially re-opened the Somali National University at a meeting of the Board of the University. The event was chaired by President of Somalia Hassan Sheikh Mohamud, who serves as the Chancellor of the University.

Expected Result

The incumbent will take up the following (but not limited to) duties:

Provide leadership in the development of department goals and objectives.
Oversee, develop, maintain, and recommend department policies and procedures to the Dean
Develop and manage Research department budgets and authorize expenditures.
Seek grant funding for research, providing interaction with various local, state and federal agencies and maintaining program accountability.
Support quantitative and qualitative research, synthesis, dissemination and use of new knowledge within a project or organization such as: conducting special analytical tasks and reports.
Collaborate with department team members in recruitment, retention, and transition plans.
Lead staff in continuous staff development improvement model based on SNU Needs Assessment recommendations
Develop or directs the development of innovative and creative technical solutions to research problems, questions, and issues using or extending state-of-the-art methods.
Coordinate data collection and reporting for accountability, accreditation, and program review.
Support in the development of timely research reports and assists in the dissemination of results to diverse audiences in order, to build knowledge for the program/project, country and wider field.
Reviewing and synthesizing FESSs literature and proposing framework based methodologies

IOM-MIDA requirements
1.Transfer of skills: one of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to insure continuous and systematic transfer of knowledge and skills are related to the assignment it will have to be agreed with the beneficiary institutions, which civil servants will have to benefit from this knowledge.
2.Work plan: A work plan will have to be developed with the supervisor at the line Ministry during the first week of assignment, which will provide clear and time bound activities to successfully implement the outputs of assignment.
3.Monthly and final reports: Monthly progress reports will be submitted by the incumbent to the Supervisor in the Ministry and to IOM Mogadishu MIDA Programme Officer. At the end of the assignment, the Participant must also provide a final report covering the duration of his/her assignment.

General skills / other requirements:-Minimum 5 years experience in research, research management, technical support, and/or applied research activities such as experimental, non-experimental or retrospective study designs with some international experience in resource limited settings.
-Qualitative and quantitative research experience required in fields such as education, social sciences and public health including advanced statistical.
-Ability to work in cross-cultural environments with partners and other collaborators;
-Problem solving skills working on and providing expert inputs into complex projects in challenging environments;
-Ability to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs
-Knowledge of the education, health and social landscape of the Somalia
- Strong interpersonal communication and excellent oral communication and writing skills with strong attention to detail;
-Ability to work effectively with a broad range of partners and in a team environment;
-High degree of judgment, maturity and originality;


Monthly stipend
The monthly stipend amount will be determined by criteria set by IOM MIDA FINNSOM project based on degree and years of relevant experience.


Security and insurance modalities
Health insurance including evacuation due to medical emergence will be provided by the project. However, experts will be requested to provide a recent medical certificate starting that they are physically well and apt to work in a hardship area in Africa.

Please note that according to the contract, IOM will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institutions will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural orientation.
