Over the last 20 years, Somalia has suffered intense armed conflict. The causes of the conflict are manifold, including conflicting claims to resources including land distrust of the state, clan rivalry, and radical ideologies - amplified by weapons proliferation, regional insecurity and rivalries, and external financing. Since 2012, the federal government, basthe capital city Mogadishu, has been working hard to strengthen and re-build government institutions.

The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) was established in March 2017 in response to the severe drought in Somalia. This ministry is the lead institution responsible for the development of effective mechanism to be able to coordinate, monitor, evaluate and share information on emergency operations throughout the country. The overall objective of the ministry is to improve the lives of vulnerable groups (draught displaced populations IDPs and returnees), improve humanitarian access, create and lead emergency responses to humanitarian crises throughout Somalia.

The main objective of the assignment is to provide climate change advise to the Ministry of Humanitarian Affairs and Disaster Management. The adviosr is responsible to conduct high level contextual analyses and research of the political, social, economic and environmental trends related to climate change portfolio in the context of Somalia and leads policy advice, resource mobilization, partnership building and knowledge management services related to ministry priorities, He/She will provide strategic advice to ministry Senior Management in the relevant programmatic areas, developing multi-year strategies, resource mobilization and implementation plans.

Contextual information:

Under the overall guidance of the Permanent Secretary of Humanitarian Affairs and Disaster Management, the climate change Advisor will be responsible for the following duties and responsibilities:

Provide substantive technical and strategic advice;
Ensure strategic direction and effective management of climate change in relation of the National Development plan under Resource Management component.;
Liaise with relevant institutions/organizations, policies, strategies and plans for humanitarian affairs, disaster risk reduction, response and recovery;
Create mechanisms for climate related across matters different sectors, states and social segments through multidisciplinary coordination, risk analysis and effective early warning for natural hazards, humanitarian crises and conflicts;
Introduce best practices to mitigate natural hazards, prevent humanitarian crises, and reduce societal exposure and vulnerabilities to their impact;
Establishing working relationship with federal government ministries, state government departments and local governments for improved risk informed development planning in the nexus of regional and international climate change patterns
Build the capacity of ministry staff and strengthen institution as a whole.

Undertake duty travel relating to program monitoring, liaison with Government counterparts, District Focal Points, and partners as required.

Disseminate reports to government authorities, United Nations agencies, international and local agencies and other relevant actors.

Collect additional information, which can enhance reporting from various relevant sources.

Represent MoHADM to and liaise with governmental authorities, national and international institutions, international and national non-governmental organizations and other relevant partners to coordinate and promote activities, facilitate implementation of ongoing activities.

To assist MoHADM adopt resilience strategies and enhance community resilience and the local level.

Any other tasks that may be required (within reason) to achieve the objective of this assignment.

Description of the assignment:
The Permanent Secretary of Humanitarian Affairs and Disaster Management and the MIDA focal person will be technically supporting this assignment through interaction with the qualified Somali expatriate and beneficiary institution.

Requirements

MIDA requirements
Besides the specific outputs mentioned in section IV, MIDA is requiring the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this project:

1.Transfer of skills: One of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.
2.Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the MIDA Project Assistant. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
3.Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.
4.Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor and to the MIDA Project Assistant. Thereafter a final report will be provided at the end of assignment.

Qualifications

Qualifications


Level of Education:Advanced University Degree in environmental studies, Geography, Economics, Global warming or related field
Minimum 7 years relevant professional experience

Area of Study: Environmental studies, Geography, Global warming or related field

Years of work experience in what area(s):Experience working in international organizations and the humanitarian community;
Experience in project management and implementation;
Experience in data collection, research, and report writing;
Experience in statistical analysis (STATA, SPSS, etc);
Experience writing technical requirements documents, translating/planning
specifications to technical briefs for data capture/analysis, and compiling diverse
datasets;
Strong computer background, including experience with relational databases,
Microsoft applications, spreadsheets, and word processing;
Experience in the development and implementation of population databases is a
distinct advantage;
Experience in relevant issues such as migration, displacement, and humanitarian
Assistance would be an asset.
Languages needed:Fluency in English and Somali is required
General Skills / Other Requirements:Diverse field experience desirable
Previous experience working with Somali refugees is an asset
Previous experience advancing durable solutions for refugees at field level
Good knowledge of MS Word, Excel

Under the direction of IOM MIDA and in consultation with the beneficiary institution, it has been determined that the salary level for this position be the following:

Security

Security and insurance modalities

Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.
Please note that neither IOM nor the donor, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.
